Nothing fixed it until I uninstalled AWKCR, loaded my save again, made a new separate save, closed the game, re-installed AWKCR (with all relevant patches during installation) and loaded it LAST when Vortex showed conflicts.
I'm 48 hours into my game and I've had AWKCR installed since a few hours in. I ran into this problem long after I installed this mod but this is the culprit. IF YOU ARE HERE BECAUSE ALL YOUR BANDANAS ARE RED NOW THIS MAY FIX IT
